Decision Support System

This Decision Support System was designed to address issues identified during Panel II of the Vital Issues Process. A brief overview, such as the one below, accompanies each section, describing the important concepts and features, and the related vital issues.

Overview

This page illustrates the integration of the four major elements of the decision process: definition of the goals of resource management, descriptions of available strategies for managing those resources, access to the models that represent key parts of the system, and evaluation of alternative strategies with respect to management goals. This page provides access to each of these elements, and to supporting resource data, and also describes the way these elements are related within the DSS to form a comprehensive and coordinated planning process for managing water resources.

  • Management Objectives

    Effective management requires an understanding of the diverse priorities of water users, including both people and the natural environment. Management goals are defined to reflect these priorities, and are the basis for evaluating alternative management strategies.

  • Management Strategies

    A number of scientific, engineering, educational, and regulatory programs have been identified to help develop a comprehensive management strategy for sustainable water resource use. These programs are the building blocks of an integrated management strategy designed to insure a long term, sustainable water supply meeting Puerto Rico's diverse needs.

  • System Models

    Resource management must consider the effect of alternative management strategies on the availability and quality of water, on the economy, and on ecosystems. System models are used to anticipate the possible effects of management strategies in terms of the defined management goals.

  • Evaluation

    The management goals are used to evaluate each of the alternative management strategies to help decision makers build a management plan reflecting the varied needs of water users.

    • Water Resources Data Center

      Availability and quality of water influence many everyday activities from domestic water use to agriculture and recreation. Many studies have been done, and continue to be done, to collect information about the availability, quality, and use of water throughout Puerto Rico. This resource data is the scientific basis for resource management decisions and provides basic information related to goals, strategies, and system models.
